With reference to the above matter I must

apologise for not having replied to your last letter but my client has only just returned from Canton.

The following are the exceptional circumstanc-

-es under which the owner of the above vessel wishes to apply to the Board of Trade for permission to change the flag.

The ship is the old "Tai On" which was pirated and burnt in 1914 and has always had Chinese owners.

There is a Mortgage on the boat and the Mortgagee bas threatened to foreclose. If this happens the

owner will lose heavily through the forced sale as no one will give a high price for a ship flying the British flag for the reason that she is likely to be commandeered by the British Government.

She is the slowest boat that runs up the West River. She is so old, small and slow as to be useless to the British Government for my purpose.

She is nothing like so useful, either in respect of cargo, capacity, speed, construction or anything else and for any purpose as the H. M. S. "Alacrity" which the Government considered so useless as allow the purchaser to fly my flag he liked except enemy, of course. (I acted for the purchaser in the matter).
